This cable is a double insulated power cable. Flexible fine stranded conductors suitable for mains power distribution, or DC power feeds.
The outside sheath is a UV resistant black PVC, while the inside sheath is a white XLPE. The reason why the inside sheath is white is so if you damage the cable, you can easily see if the damage has gone through to the insulation.
